I came across this article about changing the California State Constitution to free up revenue for education. The 2/3 majority rule causes gridlock in our state capital every time the budget comes up for approval. A 1/3 minority can hold up the process, causing the majority to make compromises just to pass a budget. This is a grass roots effort and needs signatures in order to get on the November ballot.
